PHNA Committee on the Future Reuse of the Campus at the College of Saint Rose 

The Pine Hills Neighborhood Association (PHNA) has established this committee with the purpose of addressing the closure of the College of Saint Rose and its impact on the Pine Hills community. This committee will engage with key stakeholders, represent the community at meetings, gather information and feedback from neighbors, and present recommendations to the PHNA board. Our goal is to ensure that the interests and concerns of our community are represented and addressed during this process.

The former College of Saint Rose campus has the potential to be a vibrant, safe, multigenerational space that welcomes visitors and residents of Albany County. This area should be active during the day and in the evening seven days a week with a balance of public, private, and commercial uses that include a mix of housing for renters and homeowners. The historic and modern buildings have character and promise to be useful for a wide variety of activities including performing and visual arts, educational opportunities, community gathering areas, green space, retail locations, and offices, with resources, services, and activities for all.

Role of the Pine Hills Neighborhood Association and the Committee 

PHNA supports the efforts of Albany County and the Albany County Pine Hills Land Authority (“ACPHLA”) in reimagining the former campus of the College of Saint Rose, located in the heart of Pine Hills. We appreciate that the Albany County Pine Hills Land Authority has stepped in and purchased the property with the support of the Albany County Executive and the Albany County Legislature to ensure that it does not decline due to vacancy and neglect. We are aware that what happens on the Saint Rose Campus will also impact residents and taxpayers throughout Albany County.

The Pine Hills Neighborhood Association (PHNA) supports the Authority's mission to prevent blight and underutilization of the Saint Rose properties. As PHNA has done for many projects in Pine Hills, we will collaborate with the Authority and elected officials to ensure that any future development respects and enhances the unique character of Pine Hills and that properties move into the hands of good neighbors to attract new, community-enhancing developments. 

PHNA is committed to being an active, constructive partner in this critical process. We believe genuine partnerships between the Authority, neighborhood residents, elected officials, businesses, and nonprofits can turn the challenge of Saint Rose's closure into an opportunity for positive transformation in Pine Hills. We stand ready to contribute our time, long earned expertise, and community connections to ensure the success of this important endeavor.  As such, our Saint Rose Committee works to stay abreast of developments, ensure that neighbors are kept informed and their voices are heard, and provide recommendations to the PHNA Board.
